Default is a 'teil a good fit?

the more I think about it, the more I think that a 'teil would be a good fit for me. my cousin has one (a very pretty female named Sunny) who is very sweet, and who I do like quite a bit. I am lookig for a bird that would be happy to learn new tricks, that forms a strong bond with me but is still friendly to others, and that is quiet enough not to make enough noise to agiatate the neighbors.

I am planning to keep the bird clipped, probably for a very long time, and I am planning to get a large cage with a jungle gym on top, and leave the cage open and keep the bird mostly on the jungle gym. would this be okay? ANY help is appreciated!

my mom has decided that all other parrots are 'too big' and so automaticlly 'too loud' and so my choices left are 'tiels, budgies and parrotlets.

would those who own/ have owned them say that they tend to pleasantly twitter or squak. my mom is okay with pleasant twittering, but squaking is another matter. also, how much out of cage time do they usually need on average? I was planning to spend an hour- 2 hours a day with it.

female tiels are verry nice and so cuddly but males can be verry voiceterious but with budgies they are nice as well i have both tiels and cockatiels it seems the more budgies the louder they get but they are so nice as well i would say do some research and go listen to peoples videos they have online of budgies and tiels i did alot of research before i got my first tiel
